Of course they couldn't follow the rules. If they could, right now we would have a Queen and our laws would be made by a Parliament. On the other hand, parliament probably would not be any worse than our current Congress.
Actually I find that photograph ironic from the other perspective - Our founding fathers would never had put a sign on something in a public place prohibiting its use as a seat. They would have upheld our right to sit where we wanted in our pursuit of happiness! So it is quite appropriate that a person in colonial garb ignores the sign. :-) Great photo.
